U.N. : FIELD SECURITY SPECIALIST

 

Background

OHCHR
and DPKO, under the lead of OHCHR, have been asked by the
Secretary-General to set up a mapping team to conduct a mapping
exercise of the most serious violations of human rights and
international humanitarian law committed within the territory of the
DRC between March 1993 and June 2003; to assess the existing capacities
within the national justice system to deal with such human rights
violations as may be uncovered; and to formulate a series of options
aimed at assisting the Government of the DRC in identifying appropriate
transitional justice mechanisms.

As such, the exercise will
constitute an important basis for the identification and development of
future interventions in support of the DRC justice system. For UNDP, it
serves therefore as preparatory assistance for the justice sector
reform project which will be part of its new governance programme 2007
– 2011.

The exercise is scheduled to last six months, with
the possibility of extension if necessary. It will be executed by a
team of approximately 30 staff, and deployed in Kinshasa and in several
provinces in the country. The UNDP Country Office in the DRC will
facilitate the exercise in terms of funds management and administrative
and financial management support.

By the end of the exercise,
the team will have produced a final report. This report will be
submitted by OHCHR and DPKO to the Secretary-General, who will then
submit it to the Security Council. The report may then be made public.

 

Duties and Responsibilities

Under
the overall supervision of the Chief/Deputy Chief of the Mapping Team,
in close collaboration with UNDSS staff, OHCHR headquarters Field
Security Unit, and MONUC security staff,  the incumbent will perform
the following main functions:

  • For daily operational
    matters, the FSS (Field Security Specialist) will report to the Chief
    of the Mapping Exercise through the Deputy Chief;
  • Works
    in close collaboration with all mission members to ensure facilitation
    of their tasks while maintaining the highest possible level of security
    of staff, mission assets, witnesses and information;
  • Works
    in close collaboration with UNDSS staff, MONUC security staff and local
    forces of law and order to ensure the safe conduct of mission
    activities.  The FSS will ensure compliance with all applicable
    security rules, country security plans, MOSS and security
    accountability requirements;
  • Ensures that all travel and
    security clearances are processed in a timely and accurate fashion. 
    All travel, either within the country or outside of the country, is to
    be covered by valid security clearances and staff travel is to be
    tracked in accordance with UNDSS directives;
  • Advice to staff as to appropriate local movement including off duty time will be provided to maintain staff safety;
  • Ensures
    the provision of the necessary security coverage at all field
    investigative sites in accordance with the investigative methodology of
    the mission; 
  • Advises on techniques to assist in
    protecting the confidentiality and safety of witnesses while they are
    engaged in providing support to the mission;
  • Maintains communications and coordinates transportation as they relate to security requirements;
  • Will
    be prepared for security, fire and medical emergencies including
    possible evacuation needs in accordance with local UNDSS, MONUC or
    other procedures;
  • Ensures security arrangements are in
    place at the working facilities of the mission, the residences (hotels)
    of the members, and while the members are traveling as well as the
    security of witnesses and information.  Access control measures are to
    be taken to protect all aspects of the mission while working in their
    premises;
  • Provides a daily situation report  (SITREP)
    including when there is nothing to report, by phone, SMS or email to
    the OHCHR Senior Security Manager;
  • Supervises all security staff, both international and national assigned to the mission; 
  • Performs other related duties, as required.

  • The
    work will contribute to enhanced and better structured knowledge of
    most serious violations of human rights and international humanitarian
    law committed within the territory of the DRC between March 1993 and
    June 2003, and a clear understanding of how to strengthen the DRC
    Justice System in order to deal with such violations.

 

Competencies

Professionalism:

  • Excellent
    knowledge of security management combined with solid background of
    military or other security specialization and some political and social
    knowledge of country of assignment; ability to effectively deal with
    stress factor when encountered in security management; good technical
    skills to understand and consolidate the varying specializations such
    as electronics, communications, mechanics, explosives and other
    sophisticated devices encountered in security system management; solid
    knowledge in witness/victim protection.

  • Develops
    clear goals that are consistent with agreed strategies; identifies
    priority activities and assignments; adjusts priorities as required;
    allocates appropriate amount of time and resources for completing work;
    foresees risks and allows for contingencies when planning; monitors and

Required Skills and Experience

Education:   

  • Advanced
    university degree (Master's degree or equivalent) in related field. A
    first level university degree, or a police/military academy, with a
    relevant combination of professional qualifications and experience may
    be accepted in lieu of the advanced university degree.

Experience:   

  • At
    least 5 years of progressively responsible experience in security
    management, preferably in the police or military context, which should
    include a high standard of physical fitness and operation under extreme
    stress, unit command and staff experience (with high level of
    leadership) and capability of rapid decision-making. Good knowledge of
    the United Nations Human Rights system.

Language Requirements:   

  • Fluency in oral and written French and English is required. Knowledge of local languages (Lingala, Kiswahili) will be an asset.
