Job Description

Job Description/Responsibilities:

Support to Field Security Management

  • Ensure IRC DR Congo has current, adequate and effective security
    management plans on file in Kinshasa and New York and that the plan is
    revised regularly.
  • Follow the IRC security management planning guidebook and
    guidance of the GSSA Unit for field security plans to assure
    thoroughness and consistency in plan structure.
  • Provide technical assistance to field offices as they develop or revise their security plans.
  • Assist and actively support the field staff in plans revisions
    when there is a significant change in the security environment thus to
    guarantee that new and appropriate measures are taken.

Security Orientation & Training and Capacity Development:

  • Assist the SLC, the HR Coordinator, and the field PC in designing a
    good and effective general security briefing packet for field security
    orientations according to each site specificities.
  • Deliver, along with the GSSA Unit and according to the
    training material and guidelines provided by HQ, a security training
    program especially focused on risk assessment and prevention and
    security awareness that reaches a maximum number of national and
    international staff. Keep accurate records on staff training and
    produce a final report on training performed at all levels.
  • Provide directly or identify professionals able to offer
    TOTs to field offices on specific safety & security issues which
    could be needed in a specific context and for specific staff.
  • Provide a security management training workshop specifically
    for international and national staff with specific security
    responsibilities for field offices within DR Congo.
  • Assist PC/Ds and SMT in developing clear key responsibilities
    related to security in staff performances plans for key staff
    responsible for security in their respective sites.

Advisory & Monitoring Services:

  • Design a monitoring and analysis sys for all communications from
    the field related to security incidents and planning thus to help the
    SMT in providing timely feedback to questions raised from the field.
  • Assist the SLC in developing and sustain a database of DR Congo security incidents.
  • Assist the SLC in revising the existent templates for activity
    reports on security, including database analyses, new threats,
    responses and vulnerabilities and any relevant lessons learned from
    security and safety incidents.

Liaison and Networking:

  • Advise and support field sites security focal points in the process
    of identify, develop and reinforce a network with INGO/UN and other
    security specialists relevant to IRC DR Congo in their geographical
    area. .
  • In consultation with the DRC Security SMT and GSSA Unit
    liaise with other NGOs, InterAction, UN, government offices, donors and
    others at a national level in regard to security.

Field Security Assessments and Corrective Action plans:

  • Conduct field security assessments examining IRC staff, assets,
    compounds, residences, security companies, field sites and projects and
    compile reports which include both actions immediately taken to improve
    the situation and detailed corrective action plans for the CMT which
    include at least equipment needs, budget gaps, short and long terms
    solutions, focal points and deadlines.

Emergency Response and Crisis Management:

  • As required, support and advice the DRC Security SMT, Provincial
    Directors and Coordinators during humanitarian or security/safety
    emergencies.
  • Assist with the security component (situation analysis and
    background information, security assessments) of the Emergency Response
    Team deployments in Dr Congo.

Educational Requirements:

  • Bachelors Degree. A relevant combination of academic qualifications
    and experience in a similar position or related area may be accepted in
    lieu of a degree.

Additional qualities a successful candidate should possess:

  • A minimum of 5 years of non-profit or NGO work experience within
    international humanitarian assistance programs with demonstrated
    capabilities in planning, organizing and executing security operations
    in the field. A police/military experience with peace-keeping settings
    an asset.
  • Deep and clear understanding of humanitarian principles,
    codes of conduct and ideally, specific sub-sector work:
    water/sanitation, protection, health, shelter, linked to INGO field
    operations contexts.
  • Understanding and following neutrality in local conflicts
    and conflicting parties is required – interact with all parties and
    maintain a position of humanitarian neutrality is also required.
  • English is the working language of the International Rescue
    Committee. For this post fluency in written and spoken French is
    essential; knowledge of Lingala and Swahili are desirable.
  • Advanced level knowledge of communications technology, including VHF, HF radio systems, satellite communications etc
  • Direct experience in negotiation with senior level management and/or governmental authorities highly desirable;
  • Effective people management skills: a leader’s ability to guide staff and promote productivity in a pleasant work environment
  • Substantial and documented, prior experience as a trainer and
    training skills – the ability to develop, implement, facilitate and
    impart learning to a wide range of audiences.
  • Solid organizational skills, and the ability to be flexible and work well under pressure in fast-paced team environments
  • Demonstrated ability in time management relevant to a senior manager position
  • Excellent Computer skills; facility with current computer applications: Word, Excel, PowerPoint, email and internet software.
  • Ability to gain a precise understanding of the various local,
    regional, country and international policies, operational positions and
    interactions, providing clear dynamic briefings and analysis of given
    and unfolding security and political situations when they occur.
