23 06 12 To Belgian Parliamentarians and European Democrats
1. The
electoral debacle.
By all accounts both nationally and internationally, the election results are
not credible given the massive fraud and cheating. Battle
tanks and tens of thousands of heavily armed soldiers were deployed on the
streets in Kinshasa,
to terrorize Congolese and to impose by force an electoral coup. Instead of
denouncing and sanctioning the administration coup, Mr Reynders has chosen to deal
with the perpetrators of this act disrespectful of the expression of the Congolese
will. Although the denunciation of the Joint Office Report for the UN on
serious human rights violations that have resulted in deaths of men, before
during and after the elections and the use of CNDP soldiers to elect Kabila
left Reynders in marble. Is this a democratic attitude in solidarity with the
Congolese people?
2. The proved and evidenced involvement of Rwanda in
recurrent conflicts in the Kivu.
While the world, including the Congolese government denounces, with supporting
evidence, the support of Rwanda
to the various rebellions in the DRC, Mr. Reynders continues to claim that
there is no evidence of Rwandan involvement.
Previously during 2008, another rebel general, Laurent Nkunda (which Ntaganda
was the assistant) with the so called CNDP organization had already defied by
arms the government of Kinshasa in the North Kivu.
End of 2008, a report of UN experts on traffic
beneficiaries of "blood minerals", the Rwanda has been
already pointed an accusing finger.
In addition, this country not only
admits, in its statistics and budget, the export of minerals that it has no
deposits on its territory or ground but has also organize in his Capital
Kigali, an official stock exchange for these products. This clearly
demonstrates the Rwandan government's involvement in mining activities in the
Eastern of Congo.
In April 2012, Ntaganda CNDP rebels turned into
M23, a rebel movement associated, and once more took up arms against the
Congolese government ( Actually, it is against civilian Congolese people) . The
fighting has caused the flight of more than 200,000 people, leaving their
houses and their all possessions. All this happens in the presence of UN
military, one of the most important mission of peacekeepers in the world,
20,000 peacekeepers soldiers who stood by powerless and unable to protect
civilian populations, helplessly watches and witnesses the slow descent into
hell of Congolese civilians. And this has been going for almost 15 years.
A UN report is formal: Rwanda recruits and trains soldiers
on behalf of CNDP-M23. A Human Rights Watch (HRW) report also, confirmed this
information, about the presence of Rwandans soldiers, recruited by Rwanda for the
M23. According to the NGO, General rebel Bosco Ntaganda (wanted by
International Criminal Court, ICC, tops for war crimes, crimes against
humanity) has received support from official Rwandan military. Those above
supplying him with arms and munitions and gave him 200 to 300 new recruits from
Rwanda,
including civilians and forcibly recruited children.
The spokesman for the Congolese government also
denounced in a press briefing the facts 'overwhelming' checked and intersected,
indicating the recruitment, preparation and deployment from Rwanda of
"elements Rwandan” estimated between 200 to 300 men" on behalf of M
23.
Ladies and gentlemen,
it's been almost 15 years since evidence is accumulating day by day, without
discontinuity on the responsibilities of Rwanda massacres, atrocities, violence
and rape, that its army or by proxy through different so-called rebellion (he
organizes and weapon), continue to be perpetrated in the Congo. And never, absolutely
never, no voice was high to condemn or blame Rwanda. And never, absolutely
never, no mobilization had been made to protect the Congolese people. This
nation is to be exterminated openly and full sight of the world.
Yet you have the resources of
enforcing international law by exercising effective pressure on Rwanda to
permanently cease to massacre Congolese civilians. Concretely, it comes to
vehemently condemn this new aggression of the DRC and to sanction the Kagame
regime, depriving him of the official development aid that he diverts to foment
and support rebellions in the DRC.
