12 07 13 Global Times: UN troops in DR Congo to be deployed in places where population needs security

The MONUSCO spokesman made the remarks when he addressed a press conference on
Wednesday in Kinshasa.

He was reacting to an earlier statement by Medecins Sans Frontiere (MSF), a
humanitarian organization, which had accused MONUSCO of causing confusion by
imposing armed escorts on the UN's humanitarian workers.

He said MONUSCO does not deploy its troops in the working sites of MSF, but it
is always trying to provide security to the population.

Basse said he was surprised by the MSF statement, and reiterated that MONUSCO's
duty is to help, protect and fight. It also has a duty to facilitate the
humanitarian workers to carry out their duties.

"The UN agencies work within the same system like MONUSCO. We have the
same security guidelines and the same working methods," he affirmed.

Regarding the security threat of the "Bakata Katanga"

Basse said MONUSCO was taking seriously the the group's threat to carry out an
attack to celebrate the "Independence"
of Katanga
on July 11.

He affirmed the situation was under control and that MONUSCO was ready to take
all necessary measures to guarantee the population's security.
