D.R. Congo, Bunia, Province Orientale,

PROJECT OVERVIEW

In
DR Congo we serve a “primary healthcare accessibility programme” which
has one base in Bunia and one in Isiro. These locations serve 500
health centres and hospitals with drugs, reaching over two million
people with essential primary healthcare. In addition to this, in Bunia
there is a programme for the reconstruction of health centres and a
psychosocial programme.

MAIN RESPONSIBILITIES

To manage
the planning, implementation and evaluation of the Congo relief and
rehabilitation programmes. To represent Medair in Congo for all issues
related to the programmes.

KEY ACTIVITY AREAS

Planning and Strategy

In co-ordination with the Desk Officer and the sector co-ordinators,
design, evaluate and update the Country Strategy and Exit Strategies so
as to facilitate the long term planning and development of the projects
in the country.
– To monitor, evaluate and report on the
implementation of the planned activities in accordance with the project
proposals and logical frameworks.

Financial Management
– Plan
and construct project budgets, in collaboration with the DO programme
co-ordinator, sector co-ordinators and HQ Finance Officer.
– Ensure that spending is in line with the approved budgets.

To analyse projected cash flow. To draft and update the Project
Approval sheets in conjunction with the Co-ordinators and the DO.
– Responsible for ensuring the writing of surveys, project proposals, monthly, quarterly & final reports for all projects.

Communications and reporting
– Regular communication with HQ, as well as correspondence and reports to counterpart organisations and donors.

To develop and maintain a transparent, honest and supportive
communication structure with the co-ordinators and field managers.

Donor Relations Management

To oversee the drafting and presentation, in conjunction with the Desk
Officer, of all proposals, operational and financial reports related to
the Country Programme.
– Develop and maintain contact with the
Country Representatives of the relevant funding partners (institutional
donors or private donor organisations) in order to secure sufficient
funding for the country programme.

Quality Management
– To
promote Quality Management Practices so as to implement projects that
meet the real needs of the beneficiaries in accordance with their
requirements, standards and cultural background.
– To evaluate the
quality of our operations using the Internal Quality Audit and to
correct shortfalls to the agreed Medair standard.
– Aim to adhere to Sphere standards as far as possible within operational constraints.

Security Management
– Responsible for drafting and updating the Security Guidelines.

Responsible for the management of any security related incidents and
the consequent decisions which need to be made, eg evacuation.
– Ensure appropriate security procedures and awareness is maintained throughout the Country Programme.

Staff Management

Oversee all HR related issues within the programme including the
recruitment, appraisal, management, development & training, general
well-being of all staff, team structures, job descriptions etc. in
collaboration with the HR Officer.

REQUIREMENTS

– University degree and relevant professional experience and / or
– Postgraduate degree in the humanitarian sector
– 2 years experience in senior management position
– 3 years overseas experience
– Excellent French and English (oral & written)
– Excellent communicator
– Advanced skills in project, finance & strategy planning
– Analytical mind
– Excellent negotiation skills, especially in the context of another culture
– Creativity, open minded, intercultural sensitivity, adaptability to changes, flexible, honest
– Capacity to work under pressure and to tight deadlines
– Experienced in dealing with donors and government officials
– Experience in training/mentoring staff – both expatriate and national
– Strong leadership skills and a supportive management style
– Experienced proposal & report writer
