Community Driven Reconstruction Monitoring and Evaluation Advisor, DRC
The IRC aims to save lives, to
strengthen Congolese institutions and to reinforce social cohesion
through carefully designed and professionally implemented programs. The
IRC has been working in the DRC since 1996, initially providing a range
of life-saving support to displaced and war-impacted communities. The
IRC currently operates in six core programming areas – primary health
care, community-driven reconstruction, the prevention and mitigation of
gender-based violence, civil society development, primary education,
and emergency preparedness and response – within six of the DRCs
eleven provinces.
TUUNGANE is
a community driven reconstruction program led by IRC and implemented
through a consortium with Care International. With a budget of 48
million USD, this 3-year program that started in April 2007 aims at
supporting 280 communities representing 1.78 million inhabitants to
reduce poverty, increase social cohesion, improve access to social
services, increase understanding of good governance and improve linkage
with authorities at local level. Consistent with IRCs institutional commitment to rigorous evaluation, TUUNGANE also has a major evaluation strategy led by a researcher with an academic institution. In
collaboration with IRCs Research & Evaluation team, the academic
researcher is responsible for the design of the evaluation, the quality
of the related analyses, and any changes to data collection that need
to happen throughout the course of implementation.
SCOPE OF WORK:
The Monitoring & Evaluation Advisor plays a critical role within the CDR program. He/she is responsible for
· Managing an effective data management system across the consortium partners;
· Assuring that quality monitoring data are available for program leadership; and
· Working
with the programs academic evaluation partner and IRCs Research &
Evaluation team on the programs impact evaluation.
The
Monitoring and Evaluation Advisor reports to the CDR Program Director
(CDR-PD) and works closely with 4 field-based Program Coordinators,
each responsible for one geographical area and a small team of M&E
staff. He/she also provides key support to the evaluation team led by
the academic researcher.
ESSENTIAL JOB FUNCTIONS:
Manage
an effective program data management system that allows for the
collection, analysis and use of quality program data from all partners,
including:
· Maintain the existing database and make adjustments as necessary;
· Provide regular updates to and discuss changes with evaluation team led by the academic partner;
· Assure
that all teams are regularly inputting the appropriate data and trouble
shoot in regions with program staff to guarantee regular flow of
information;
· Create regular reports on program progress, using monitoring data, and disseminate to all relevant stakeholders;
· Organize and lead regular forums for program staff to analyze monitoring data;
· Support the recruitment, management and retention of quality M&E officers;
· Assure
that M&E staff are trained on the appropriate data collection and
analysis methods and work with them to maintain/create quality tools
for sound program monitoring.
Assure
consistency in understanding, communication and compliance among
consortium partners with donor regulations regarding the programs
monitoring and evaluation;
· Directly manage administrative and financial resources for IRC Consortium-level M&E section of the program budget;
· Participate as relevant in management and consortium meetings;
· Discuss with DFID and as deemed appropriate by Program Director updates on program monitoring & evaluation;
· Help
ensure that each partner agency contributes adequate documentation of
all activities and quality data for donor and internal reports.
REQUIREMENTS:
· Advanced degree and/or
demonstrated experience in data management, especially with respect to
database organization and maintenance, data collection and analysis;
· At least 3 years of international program-related experience, including at least 2 years of Research and/or M&E experience;
· Experience in or about Africa preferred, with knowledge and experience of the DR Congo an advantage;
· Fluency in both French and English;
· Excellent analytical, presentation, communication and reporting skills;
· Demonstrated creativity, ability to apply innovative thinking and problem solving skills;
· Very strong computer skills including Word, Excel, PowerPoint, and Outlook;
· Ability to work well in unstable security environments, and under intense administrative and programmatic pressures. Must demonstrate flexibility to adapt to changing requirements;
· Must be willing to endure basic living conditions when traveling to field sites;
· Must be willing to travel frequently and for extended periods of time to remote sites;
- Be culturally sensitive and have the ability and interest to identify and work with a multi-ethnic team;
- Must be able to work independently while being a team player.
