26.09.11 Mouvement Bleu: Prevent an Ivory Coast ‘bis in DR Congo
1. Financial transparency of the general account as well as treasury
We have noticed a lot of grey zones on the payment trail to the DGRAD and the CENI's booklet has mentioned unlawfully banking institutions which have been declared bankrupt since 2006 (Union des Banques Congolaises). The payment methods have never been clearly explained to the applicants and some payments have been lost along the way, preventing therefore some candidates from being on the final list of candidates (ie: Rev. Jean-Paul Moka and Mrs Leonard )
2. The Electoral dababase of voters audit: A lot of fraud has been operated within this field and the beneficiary is bound to be on One side of the competition. This request has led to serious violence and deaths of innocents.
3.Clearance on the malfunctioning of the procedural process of the CENI and the Supreme court (appeal case of Rev. MOKA)
Bad and incorrect data has led some candidates to pay on the wrong accounts and this has led them to ask the CENI to bear the responsibility of its actions. The CENI has not accepted to do so and the Supreme court has acted as a money laundering machine for the CENI.
The law and basic legal procedures have been sidelined. This implies the forthcoming final list of presidential candiates is fraudulent and penally callable to international scrutiny.
4. Political violence as denounced by the catholic mission in DRC (well represented in all rural areas): According to their report, an outbreak of serious political violence and instability is to be expected.
5. ICG report on the CENI's unrealistic electoral calendar and risks assessment of general violence outbreak
6. All reports raised by the Congolese civil society (ASADHO and VSV) on the fairness of the present process
These issues raise very serious threats on peace, stability and security in the region and in neighbouring countries (Rwanda, Uganda, Angola, RCA, Brazzaville, South Soudan mainly) and prevent the establishment of a Marshall plan to rebuild the country and subsequently the region with a US$ 100 Billion plan presented by Rev. Jean-Paul Moka in his bid to fight corruption and impunity in DR Congo. If this warning is not taken seriously, we won't accept the usual line: "We did all we could to prevent this genocide". We have warned you in time.
