15 11 13 Xinhua: MONUSCO vows to target other rebels in DR Congo after routing out M23

"The M23 rebel group
is militarily finished and we have a mandate to pursue other armed groups
including the Democratic Forces for the Liberation of Rwanda (FDLR),"
MONUSCO chief Martin Kobler said on Wednesday in Goma, capital of North Kivu province.

"We now need to
quickly find a solution for the M23 ex- combatants who are now living in camps
in Uganda,"
he said, noting that "the Ugandan government has confirmed that about
1,400 ex- combatants were living in camps."

In Goma, more than 350
ex-combatants of M23 have surrendered to MONUSCO and the DR Congo Armed Forces
(FARDC). They have been confined to a camp at Kanyaruchinya, some 4 km from Goma, to await their
demobilization or reintegration.

"I want to emphasize
the need for DR Congo authorities to have a demobilization, disarmament and
reintegration (DDR) plan that will benefit all armed groups, without which peace
and security will not be guaranteed in Kivu region," the newly appointed
representative of the UN secretary general in the eastern part of DR Congo,
Abdallah Wafi, said.

province is characterized by the presence of numerous armed groups, both local
and foreign. In Rutshuru territory, at least seven armed groups are still
active such as Mai Mai
Nyatura, the Force for the Defense of the Interests of
Congolese People (FDIPC), Chetani and the People's Self-defense Militia (MPA).

Foreign rebels include the
notorious Lord's Resistance Army (LRA) from Uganda
and the Democratic Forces for the Liberation of Rwanda (FDLR) linked to the
1994 Rwanda
massacre.

The UN Security Council
recently passed resolution 2098, giving MONUSCO the mandate to track down and
disarm all armed groups operating in eastern DR Congo.
