The European Network for Central Africa (EurAc) and its organisations welcome the European Union's condemnation, after the meeting of the Foreign Affairs Council on 19 November 2012, of the M23 rebel group and other rebel groups responsible for the serious deterioration of the security situation in North Kivu. EurAc also welcomes the EU's desire to support the creation of both an African Union Special Envoy and a United Nations special representative, with the latter having to facilitate regional dialogue. However, EurAc continues to advocate for one AU/UN Special Envoy.
