The leader of the Democratic Republic of Congo's M23 rebels said Sunday they were ready to disarm under two conditions: the return of Congolese refugees and the eradication of Hutu militia the FDLR.

The Democratic Republic of Congo is ready to re-start peace talks with the M23 rebels in Uganda’s capital, Kampala, according to Information Minister Lambert Mende.
